MPADT'S ROLE

 

The Public Management Consulting Division (PMCD) is responsible for organisational design and development in the Public Sector. Their services include the provision of job descriptions and organisational restructuring.

ACCESSING PMCD SERVICES

 

The Cabinet, a Minister, Permanent Secretary, Head of Department or senior officers with specific responsibilities who require assistance are all authorised to access the services of PMCD at no charge. The Division provides a cost-effective, invaluable service that is objective, of high quality and provided by competent staff with an extensive knowledge of the public service environment.

TAgencies requesting the services of PMCD participate in the consulting process in a variety of ways. In the process of collaborating on problem-solving, agencies can provide information; participate in interviews and surveys and other information gathering exercises, such as process mapping; present possible solutions to problems; or benefit from training relevant to the problem(s) identified.

PMCD's advice is always subject to negotiations with the client and other stakeholders. The advice of PMCD's clients and stakeholders is critical to problem analyses and solutions.

Normally, a draft report or draft comments are sent by the Director of PMCD to the Permanent Secretary, Agency Head and the relevant Minister for consideration and approval. It is only when the Minister approves the report or comments that it becomes a document ready for the Cabinet's consideration. In quite rare cases, the client may not agree with the recommendations. The client is free to present his or her views to the Cabinet in their Note, Cabinet being the final arbiter in the matter.

PMCD services are NOT currently offered to private organisations.
