PARTNERSHIPS TO IMPROVE PUBLIC SERVICE DELIVERY
Canadian Government commends Minister for her leadership
“I really want to commend the Minister for her leadership in driving this important initiative forward.” This was stated by The High Commissioner for Canada, Her Excellency Karen L. McDonald, when she addressed Public Administration Minister, Carolyn Seepersad-Bachan and other officials at the signing of a Memorandum of Understanding (MOU) between the Government of Trinidad and Tobago and the Government of Canada yesterday, Tuesday 5th June 2012.
Addressing officials of her own Government and the Ministry of Public Administration, the High Commissioner said, “The exchange of knowledge and experience, and the increased cooperation, which will come out of today’s signing, will assist the Government of Trinidad and Tobago in its noble aim of developing the Public Service’s organizational and operational effectiveness, and improving its service delivery capability.”
Stressing the importance of the MOU to Public Service Transformation, the Public Administration Minister said, “Today’s ceremony is significant in that it affects and will impact upon the quality of services that the public service delivers and will continue to deliver to the people of Trinidad and Tobago. Every citizen, and I include public servants, is a consumer of government services. Every citizen wants and deserves the highest quality service in the shortest possible time and at the lowest possible cost. Commenting on the future, the Minister said, “A major priority and commitment of this Government is the creation of a 21st century Public Service architecture for our national Public Service. This structure which we see as “diamond” in shape will ensure that the Public Service is properly structured and staffed to fulfill its core purpose and guarantee that all citizens, regardless of their physical location and social status are able to access public services with minimum inconvenience and the assurance that these services will be provided in a courteous and timely manner.”
The MOU was signed by the Honourable Carolyn Seepersad-Bachan, Minister of Public Administration (MPA) and Mr. Luc Allary, the Regional Director (Americas) Canadian Commercial Corporation on behalf of the Government of Canada.
The Canadian Government will help the MPA to mobilise assistance from Canadian firms to improve the quality of service delivery to the public and the functioning of the Human Resource Management systems within the Public Service.
